Trečiadienį, lapkričio 17 d., vykusios Lietuvos policijos profesinės sąjungos konferencijos Seime metu, pareigūnai pritarė parengtai rezoliucijai dėl krizės Baltarusijos pasienyje.

Pasak Lietuvos policijos profesinės sąjungos pirmininkės Romos Katinienės, jau kitą savaitę, rezoliucija penkiomis kalbomis bus pateikta ne tik Lietuvos , bet ir užsienio pareigūnams.
"Pasidalinsime nuoroda ir kviesime rezoliuciją pasirašyti tiek Lietuvos, tiek užsienio šalių pareigūnus, siekdami palaikymo ir didesnio dėmesio krizei Baltarusijos pasienyje", - sakė LPPS pirmininkė.

Lietuvos teisėsaugos pareigūnų konferencija,
Atsižvelgdama į nerimą keliančią situaciją pasienyje su Baltarusija ir prieš Lietuvą bei kitas regiono valstybes vykdomą hibridinį karą, įvestą nepaprastąją padėtį pasienio ruože, dėl kurių kyla didelių sienos saugojimo iššūkių, ir tai, kad kiekviena Europos Sąjungos valstybė narė yra suinteresuota savo ir kitų valstybių narių visuomenės saugumo užtikrinimu,
atkreipdama dėmesį į tai, kad Lietuvos valstybės siena su Baltarusija
yra Europos Sąjungos išorės siena, todėl, neišsprendus problemos su nelegaliais migrantais, grėsmės kyla ne tik Lietuvai, bet ir kitoms ES šalims, galima net ginkluoto pobūdžio eskalacija, kitos pavojingos pasekmės,
neteisėta Baltarusijos valdžia, rengdama provokacijas pasienyje, naudoja migrantus, tapusius režimo įkaitais, Baltarusijos valdžios organizuotas migrantų gabenimas prie ES išorės sienų turi būti traktuojamas kaip politinio spaudimo priemonė visoms ES valstybėms ir imtasi atsakomųjų veiksmų,
kova su nusikalstamumu, viešosios tvarkos ir asmens saugumo valstybėje užtikrinimas yra vieni didžiausių prioritetų, užtikrinant šalies nacionalinį saugumą. Gyventojų saugumas lemia jų pasitikėjimą ne tik savo valstybe, bet ir ES bendrija.
Tvirta ir veiksminga sienos apsauga, įskaitant, bet neapsiribojant fiziniu barjeru, galėtų iš anksto atgrasyti nuo ciniško migrantų pasitelkimo, Baltarusijos režimui siekiant politinių tikslų.
Didėjant migrantų srautams, Lietuvos Respublika finansiškai bus nepajėgi tinkamai užtikrinti nelegaliai sieną kirtusių migrantų žmogaus teisių, t. y. užtikrinti tinkamų apgyvendinimo sąlygų, teikti humanitarinę pagalbą, užtikrinti tinkamą atstovavimą prieglobsčio prašymo svarstymo bylose.
Siekiant užtikrinti fundamentalias žmogaus teises bei nepakenkti ES saugumo situacijai, būtina kuo skubiau užkardyti šią piktavališką neteisėto Baltarusijos režimo taktiką ir eliminuoti galimybes tam pasikartoti ateityje.
Ragina Europos institucijas ir ES valstybes:
sprendžiant migrantų krizę, imtis aktyvių veiksmų sprendžiant krizę, kurie atgrasytų Baltarusijos režimą nuo tolesnio hibridinio karo eskalavimo, pasinaudojant nelegaliais migrantais;
finansuoti fizinių barjerų įrengimą prie ES išorės sienų;
susilaikyti nuo veiksmų, kurie apsunkinančių prie išorinių ES sienų esančių valstybių nacionalinio saugumo priemonių užtikrinimo įgyvendinimą;
organizuoti efektyvią tarptautinę informavimo kampaniją, kad atvykstantys migrantai netaptų hibridinio karo įrankiais.

The Conference of Lithuanian Law Enforcement Officers,
Having in mind the worrying situation on the border with Belarus and the waged hybrid attack against Lithuania and other countries in the region; the introduced state of emergency in the border area and that these challenges are posing major border security challenges; also, the interest of each European Union Member State to ensure security of their own societies and in other Member States,
Is drawing attention to the aspects that the Lithuanian-Belarusian border
is the external border of the European Union, therefore, if the problem of illegal migrants is not solved, there are risks not only to Lithuania, but also to other EU countries; even an escalation of an armed conflict is possible, and other dangerous consequences,
the use of migrants, who became hostages; provocations close to the border and the organized transfer of migrants to the EU external borders by the illegitimate Belarussian authorities have to be treated as tools of political pressure to all EU Member States and retaliation by the EU has to be taken,
a fight against criminality, safeguarding public order and personal security in states are among the highest priorities seeking to guarantee the national security of each country. The safety of a population determines their confidence not only in their own country but also in the whole EU community.
A strong and effective protection of the state border, including but not limited to a physical barrier, could deter the cynical use of migrants by the Belarussian regime, which seeks to influence the EU countries politically, in advance.
If flows of migrants increase, the Republic of Lithuania will become financially unable to adequately ensure human rights of migrants, who have crossed the border illegally: i. e. to ensure suitable accommodation, to provide adequate humanitarian assistance, to ensure adequate representation in asylum-seeking procedures.
In order to guarantee fundamental human rights and not to jeopardize the security situation in the European Union, it is essential to stop this malicious tactic of the illegitimate regime of Belarus as soon as possible and to eliminate the possibility of its recurrence in the future.
Urge the European institutions and the European Member States:
seeking to solve this migration crisis, to take active steps to address the situation, that would deter the Belarussian regime from further escalating the hybrid attacks while using illegal migrants;
to finance the installation of a physical barrier at the external borders of the EU;
to refrain from actions that could impede the implementation of relevant national security measures at the external borders of the EU;
to organize an effective international information campaign that coming migrants would not become instruments of the hybrid war.
